I have written such plans.
Basically: Develop an inventory (list) of all the things that could be affected by an earthquake--medical emergencies, no water or too much water (flood), broken gas mains, telephone and other communication sytems, maybe no electricity, food, etc., then for each possibility you need a backup of some kind. For example, if you have a hospital where people are constantly on life support needing electricity, you need a backup plan for electricity if it goes down, a backup location to move the people to if necessary, the people and vehicles to be used in the moving, maybe even plan a mock moving exercise, how to get medicines to those who need them, maybe have a stock of medicines in two or three different parts of town.
There are so many things that could be affected that you must start out doing an analysis to develop a list (inventory) of the problems, then consider how to resolve them. You'll need a reporting in system--some way for the 200 plus people to make contact after a disaster to verify their status and condition, and you'll need a plan for what to do to establish contact (phone, email, in person).
