Just curious as i read something on this and would like more information.

The govt is largely run by a bureaucracy, much of which remains in place as the elected officials change. Congress and the executive branch have theoretical control and oversight over many of these federal agencies, but in practice they don't exercise it.

The actual federal banks (as opposed to private banks that just use the word "federal" in their name) are run by the Federal Reserve, which is an administrative agency with the Chairman appointed by the president and confirmed by the Senate.
