Unconstitutional.

They violate separation of powers.

Legislative vetoes are unconstitutional, because they violate the presentment clause (Article I Section 7), which requires a signature or veto for the entire bill as presented.

The recent bill to have the equivalent of a line-item veto gets around that problem by being treated as an executive advisory opinion, where the president says what sections he doesn't like, and sends the bill back to congress with the implied promise that if those changes are made, he will sign the amended bill.

If you are referring to Legislatures response to Presidents veto. Congress can pass/override veto with 2/3 majority in both houses. legislature vetoes are not provided for by the constitution, any such action would be unconstitutional.
