The dll files are Dynamically Linked Library files. As such they are accessed by a program in order for it to run certain aspects of the program (functions, in other words). They shouldn't need opening, but rather put somewhere the program will find them. Try putting it in the same directory as the executable itself, or try Windows or Windwos\System32 if that has no luck.

As you've so rightly been informed, .dll indicates that what you're looking at is a Dynamic Link Library file. These are used to enable your computer to utilise all the features of a certain product. (The graphics card, in your case.)
Try, as some have already suggested, downloading the latest graphics card drivers from ATI. Should, however, you still experience problems, you can go to the following websites and download .dll files by typing in their name.

This is a .dll file Dynamic Link Library, it's not an executable program it's a small file that if added to the correct software enables you to use it's contents.
To be more clear, you can't open it and use it now. Find another way to get free downloads.

you don't open a dll - it is a library of functions and routines that can be accessed dynamically by software running on your machine that has been programmed to interface with the dll in order to make use of those functions. the driver you have downloaded should have come with an .ini file which is the installation instructions and device info file, if you find it (same directory as dll), right-click on it and select install. or there may be a setup.exe or install.exe file that came with it.
