The numbers correspond to alphabet letters. It's a message using a simple substitution code. A=1, B=2, etc.

The decoded message (which has some errors and grammatical problems) is as follows: sally i wish you would stop breaking my heart i’m very sensetive and i have to admit im having a hard time understandin what your waiting for our time is getting tighter and you sdont care i feel like im toyed xith and it hurts me

Looks like a series of IP addresses,

Take "yahoo.com" the address, not the people for example

There is something called a host server, on that server is a database with an entry for every web site in its area ( dont ask me how it defines area )

Anyway there is a host somewhere with a database with yahoo.com as one of its entries, and an IP address.

When you type Yahoo.com in your browser your computer taps into a Host server, looks up yahoo.com, then goes to the IP address associated with yahoo.com

I don't know. They kind of look like web addresses. Web adresses have numbers behind the words.
