It isn't. In New York, the Bronx is arguably the poorest borough, and it's to the north, though the Jamaica in Queens is pretty rough.
The poorest sections of Philadelphia are to the south and west.
Chicago doesn't really have an eastern section, as it's right next to Lake Michigan, but the poorest areas are to the west and south.
I don't know where you're getting your data.

Telegraph Hill in San Francisco is the eastern side of the city and is FAR from the poorest--probably one of the pricier in a pricey area

In Britain this is true the reason being the prevailing wind it from the west, so the cleaner air was there. The poor old eastenders got all the dirt and grime from the smokey chimneys and industry blowing over them

i think this is what i remember hearing...
in most places there is dominant wind blowing from the west most of the time so they put all the factories in the east, so the smells wont stink up the rest of the city, and usually poor people live closer to the factories, because nobody else wants to and thats the only place that they can afford.
and i think thats just tradition now?
im probably wrong but i think i remember hearing that in school

IT'S NOT ALWAYS THE EAST END. AROUND HERE IT'S THE SOUTH END. THEY USUALLY LIVE IN THAT AREA BECAUSE IT COSTS LESS. THE RENT AND THE HOUSES ARE CHEAPER TO BUY.
