Either the phone book or word of mouth. Most places have some sort of hall for rent. All the major hotels and such. There are places that specialize in weddings. Some will do both the service and the reception. I got married in one of these . In S CA its called the garden room.... Most parks or outdoor places require a permit from the city and thats easy to get. Good luck.

Check your yellow pages or call around to the Moose Lodge or the Bingo Halls in your area for a referral.

Check your phone book under "banquet hall" and also check local fire departments. Many have halls they rent out. Many country clubs allow non-members to hold weddings in their ballrooms these days, too.
