Most cars built in the past 20 years - and virtually all built in the last 10 - do not need a tune-up in the traditional sense. An engine from 40 years ago would have a mechanical breaker points ignition that needed yearly adjustment, a carburetor which sometimes needed attention, and quite a few other mechanical devices that needed fairly frequent adjustment.
Today, most of those systems have been replaced by electronics. A distributorless ignition could quite reasonably last 250,000 miles and not have its timing drift a single degree.
What you have, then, is just routine maintenance. Oil and filter changes are pretty much inevitable, although often you can get away with changing the oil every 5,000 miles instead of 3,000. Spark plugs still wear out, but platinum ones can last 100,000 miles. Same with the spark plug wires; they require periodic replacement too. You will also need to replace the PCV valve, periodically inspect the hoses and belts, and if the car has a timing belt, you'll definitely want to change it according to the schedule. Check the owner's manual, or get a repair manual from your local auto parts store if the owner's manual is no help.
If you have a modern car and it's not running right, it will be likely to need repairs, not a tune-up.

It really depends on the vehicle and what you call a tune up. Sometimes a tuneup is just replacing spark plugs, other times the cap, rotor, pcv valve, and wires all need to be replaced. If your car has platinum plugs, they don't need changing until around 80,000 to 100,000 miles. If you have an older vehicle, it may need a tune up every 24,000 miles.

Look in the little book that came with the car. It gives you a chart on when you need service and what type. If you don't have the little book, you can sometimes find it on line.
I live in a hot climate. Therefore, I have the oil changed more often than people who live in cooler climates. I only have light driving, and short mileage, so my tune ups are less frequent than someone putting hard miles on their car.
