Try recreating a more natural environment for them to breed in including wood that looks like plant roots, plants like fanwart and gravel mixed with larger rocks and pebbles. Add about one level tablespoon of salt for freshwater aquariums for every 5 gallons of water and do weekly water changes with water of an equal temperature.

Well generally there are 3 keys to molly reproduction.

1) Water quality. Molly are very senstive to water quality. Check you ammonia, and nitrate levels
2)Food molly are omnivores with a need for lots of veggies. 2 days algae flakes and one day freeze dried brine shrimp is best.
3)Molly love salt if they are the only ones inn the tank put 1 teaspoon of salt per gallon. If it's a mixed tank do 1 per 5 gallons. Be sure to go slow(no more than 1per5 salt increase per day), and mix the salt in a cup of tank water 1st.

Note that balloon molly are not the healthiest of molly breeds. The females generally only live through 2-3 birthing cycles.
