Why would the inmate have to sign a disciplinary report for it to be valid? I doubt any inmate would ever sign one if they could invalidate them simply by refusing to sign.

Depends on the department. Most have 30 days and a few have less so check locally. The problem is, if an offense occurred, then as long as they document it, its alive and well. Just because they haven't presented you with it doesn't mean it has died of natural causes.
