I'm in the UK and a mum of a teenage girl and I have never encountered this. My daughter rarely wears tights but when she does it's only one pair. It's the same with all of her friends too. Where did you hear of such a thing?!

They arent allowed to shave their legs yet.. tights will hide the hair.

i dont know to me that would seem really uncomfortable, it is already with just one pair. maybe they want their legs to look extra tan or something.
