How do I repair an upright vacuum that has ingested a good deal of water?

It powers on, but when its powered on, there is a bad smell.

Hope that it was not expensive. take it to a repair shop if water got into the motor it may be done for the blower is part of the motor

the smell is mildew.
spray Oust on the carpet then vacuumover the area see if it will kill the odor
