Because "sex offenses" is a very broad category of many different crimes. And there are usually degrees for each of the specific crimes.

It's like trying to have a single scale for all theft-related crimes, including everything from shoplifting and petty larceny to embezzlement and fraudulent conveyances to grand theft and robbery. Just grouping the crimes based on "something being taken" is way too broad to fit on a single linear scale.

There are different degrees of sex offenses If you look up your state statutes you will find them along with the penalties for them.
