I notice that it only stops working when it is cooler outside i don't know what is wrong any suggestions once again it is not the fuse.

Many Fords have a module (like a mini ecu) that control functions such as lights, wipers and power locks. You may have to replace this module - I have seen this problem before.
You will probabally have to take it to a Ford dealer to have it checked with a their scan tool. Most aftermarket scan tools do not have the advanced manufacturer specific functions to diagnose this.

Check the connections or change out the multifunction switch that does the turn signals, interior light when you turn the dash ups all the way up, and windshield wipers. They love to get intermittent on you when it's the most inconvenient.

try wiggling all the major wiring harness under the hood sounds like a short put the wipers on and start jiggling they will probably start and stop with the jiggles there are probably only 3 major wires under there so have at it good luck

Check the wiring for both systems from start to finish. You probably have a loose connection somewhere, that's often the problem.

you may have some bad connections somewhere and when the truck moves it sometimes has a good connection then moves out of place again.
