I'm interested in free online courses which are conducted online and or email and give assignments, tests and a certificate of completion of some sort.

Are you in the U.S. or in another country?
If you are in the U.S. you can find free online course BUT these don't give out certificates.

Doubt you will find any Free courses easily. You could look for golden niches offered by foundations, government agencies. It will be like looking for golden pin in hay stack, but hope some prove me wrong.
