Monaco, is 0.7 square miles and is located in the south of France on the Mediterranean coast. Though strictly speaking, that too is a state.
Country, in the strictest sense of the word, then I'd say the smallest is probably Malta. Located south of Sicily in the Mediterranean Sea.
