There are some places where you don't have to make a choice ... you get both in the same location .... like Oregon and Washington along the coast, and Vancouver, BC, you get a city, the ocean, mountains, rivers, and so much more all in one place!!
Thus, my answer is ... yes, both!!!

Mountains because there is much to do biking, hiking, fishing, wildlife, camping, campfires, rock hunting, hunting,rainbow trout, endangered animals that u can only find in mountains.
