Regarding the above response: The new passport rules are for returning to the US. To enter Mexico you do need a passport, which is required as identification for your tourist visa. Presently, a passport is not required to return to the states. This, however, is changing. Beginning at the end of this year Americans returning to the states will be required to have a passport to enter the country. One year later, at the end of 2007, returning via land (car or foot) will require a passport. The same rules will hold for people entering from Canada or the Carribean. Check out the link below.

If you only plan on visiting the border towns a passport is not required and you probably won´t asked. Longer stays or trips into the interior require a tourist visa and thus a passport.

I'm gunna have to say I don't agree with everyone else saying yes...well not yet anyway...and here is why...

"The Intelligence Reform and Terrorism Prevention Act of 2004 requires that by January 1, 2008, travelers to and from the Caribbean, Bermuda, Panama, Mexico and Canada have a passport or other secure, accepted document to enter or re-enter the United States. In order to facilitate the implementation of this requirement, the Administration is proposing to complete it in phases following a proposed timeline, which will be published in the Federal Register in the near future.

In the proposed implementation plan, which is subject to a period of initial public comment, the Initiative will be rolled out in phases, providing as much advance notice as possible to the affected public to enable them to meet the terms of the new guidelines. The proposed timeline will be as follows:

January 8, 2007 - Requirement applied to all air and sea travel to or from Canada, Mexico, Central and South America, the Caribbean, and Bermuda.
January 1, 2008 - Requirement extended to all land border crossings as well as air and sea travel.
This is a change from prior travel requirements and will affect all United States citizens entering the United States from countries within the Western Hemisphere who do not currently possess valid passports. This new requirement will also affect certain foreign nationals who currently are not required to present a passport to travel to the United States. Most Canadian citizens, citizens of the British Overseas Territory of Bermuda, and to a lesser degree, Mexican citizens will be affected by the implementation of this requirement."

It's a good idea to have one. Within the next year, everyone will be needing a passport when traveling outside the United States.

You do not need a passport to enter Mexico from the U.S. Granted, a passport it makes it much easier, but they will accept a birth certificate in loo of a passport. (I know... I have used a birth certificate to travel there.) Good luck in your travels.

If from the USA, not until December 31, 2006. Until that time you are required to carry a valid government issued photo ID and certified copy of your birth certificate (with a raised seal).

Before 9/11, they would let you use drivers licenses more frequently. However, nowadays it's best that you bring a valid USA passport to make it easier to get in.
