You need to make sure you are well lubricated. Also, he just has to be patient with your body cuz you are new to this. Go easy, take your time. It may hurt the first couple times but it gets better after that. Make sure you are using proper protection as well, you don't want to end up pregnant tryin to make it good :)

I feel that he does not spend enough time on foreplay and that is why when he enters u are not wet enough. It will hut the first tiem but from there on it should get better. so try some hactic play before the deed like him finguring u, muphing u to a point were u will beg for it, it works really!

If you've tried relaxing yourself, foreplay, KY's & stuff like that and he still can't fully penetrate, may I ask, did you feel a slight cramp at your pelvic area?
If it is so, it means you're still too tensed up, if not, then you sound like you're having a tight vagina with those rather thick overlapping flaps obstructing full penetration.

Start with lots of foreplay, try to really relax and also use some lubrication. Have him go in slowly. Don't be rushed, it will eventually happen.

He needs to go REAL SLOW. Maybe giving him oral sex would help him slow down a bit. You should be real lubricated. Let him come down to your pace instead of you coming up to his pace.
