Jefferson by far of the earlier ones. Reagan for the modern (post War Between the States).
Jefferson for his foresight in establishing a governmental system that has endured so long - at least until we started rewriting the Constitution.
Reagan for his stance that promoted the demise of the Soviet Union and the end of a damned good chance civilization would go up in a nuclear holocaust.

Hard to really give one for "ever", but in my life time, it's Ronald Reagan. Besides one of the best economic boom we've ever seen, he played a major part in the peaceful destruction of the Soviet Union that brought freedom to millions, and made our lives safer.
