Pencils and pens have different purposes and uses. A pencil can be erased or smeared for different effects in art. It comes in different colors and hardnesses. A pen can come in many colors it can be water impermeable or water color which can run when water gets on it. I find the pencils are not as smooth to write with such that if I do notes or write for a long time that it is better to use a good quality pen with a good grip on it so that my hands can write longer. But personally I prefer the word processor over all. For taking notes in a college class I used pens because I can write longer, smoother, faster and it does not smear with a pen as much as a pencil does generally. They can be picked up decent quality at an office supply for a decent price so I do not worry about replacing them but the more expensive ones are easier to write with for a longer time because the ball point quality is better and writes smoother along with generally you can get these with a better built in grip. So I say in general I prefer pens so I guess you would say for college pens ruled for me. For art the teachers preferred pencils. If you want to trace something to make it look neat and very perfect tape it up to a window with bright sunlight behind it then tape a blank paper over it. You can use pen or pencil for this but if you make a mistake only the pencil can be erased. If you do it lightly with a soft pencil you can write over it pretty much so with a pen then when it is very dry carefully erase the pencil. This is sort of how a light table works. Or you can get a sturdy piece of glass or a glass coffee table and shine a bright light up under it to go through the artwork or drawing. If it is a photo then scan it on paper then do this with the paper so the light can go through. This usually works for me.
