I'm not really clear on who you're blaming here; God or man? If it's God, well, I can't really explain why he wouldn't speak up - no one can. But to say it's lead you to believe he doesn't care and then tie the Bible to your reasoning for what sounds like a statement of man's hypocrisy (in your eyes) makes no sense to me at all. I really don't see a benefit in throwing out these hypothetical situations when we can't even come to a conclusion for the real ones.
