funds have sat in an account for 7 years. I would like to know proper procedures and costs involved.

don't pay some stranger inbetween to help you, especially if they drew your attention to it in the first place! Cotnact the bank and ask what evidence they need to reactivate it

The best thing for you to do would be to contact the bank in question.They would be in the best position to help you.
