If the "Check Engine Light" isn't on, there is little reason to go after your PCM.
However, if you want to raise the carpet under the right side of the dashboard, and on the floor near the passenger heater duct is the PCM. It has two leds in it, and they will blink a code if there are codes in its library.
The red led is for "10's" and the green is for "1's". you have to combine them to understand the codes.
Red-Red-Red, pause, Green-Green-Green-Green is translated 34.
You will need a repair manual for determining the identity of the code and te prescribed course of repair.
NOTE---->Codes identify a circuit or system, NOT a specific component.
If you get a code identified as "coolant temperature too low for run time" it indicates that the computer hasn't seen an increase in temperature comparable to the expected value considering how long the engine has run.
This could indeed be a failure of the PCM's coolant temperature switch, but it could also be a stuck open thermostat.
Good Luck

I would not have the correct jumper to read codes with Snap-On scanner Asian card. Some Honda specific shop could check it out. Before OBD2 cars did not store much info. Just how long are you going to keep this car? 15 years are not enough. To me it sounds like the transmission is not downshifting properly. Fortunately Honda shift solenoid valves are external on the transmission. Get the transmission codes read at Honda and engine codes too. And ask the Honda garage what they would do and they will point you to the showroom.
