my brother keeps downloading limewire so i want to block the site, and put a password on it so that he cant unblock it.

1. LimeWire isn't a site, it's a sharing software.
2. You can't put a password on a site, you can block it using a firewall, but anyone can change the settings of the firewall and the blocked site.
About the firewall or LimeWire itself, you can use a file protectiong program that enables you to put passwords on executable files, programs or even folders, so when you click on a file/folder you need to enter the password.
