I'll have to disagree.. practice may improve your skill.. but you have to have some measure of skill to begin with. Sometimes no matter how much you practice your skill will not improve beyond a point. Those who go beyond this point of average would be considered talented.
At least that's how I look at it.

there's an old joke ... "how do you get to carnegie hall?" and the answer is "practice, practice, practice!"
(in case you don't know, carnegie hall is a famous performance hall in new york city.
