Cant help but notice this was asked in Braniac.
Its because our inside body actually reaches higher than 36o.
It travels through our extremities to cool down.
If we're in water that's 36o aswell then our inside body has no way of cooling down and we feel uncomfortable.
ps. Our body eventually adjusts and we "get used" to the water.

Body temp can be 35 to 37 with out ill effects but you can feel rotten without an abnormal temp, if you feel uncomfortable may be your normal is lower or higher. than 36.

We feel uncomfortable because heat automatically travels from warmer areas to colder. (Such as touching a hot pot, the heat transfers to your hand.)
If the air around is closer to our own temperature, our body has a harder time getting rid of the excess heat, so we feel uncomfortable and begin to sweat to cool down.

cuz we're wearing clothes
clothes keep us comfortable in 65-75 degrees Fahrenheit

we dont all feel uncomfortable in 36 degrees....hmmm....a lot of it is due to what climactic conditions we are used to
