There are many contenders here but, in view of its great power, there can only be one answer: United States.------The shame of it is that most Americans are good people and have done a great deal to further the cause of humanity.------But it is not the people of America who rule that once loved nation. It is the government, and that sadly is the reason why America wins the dubious honour of being the most corrupt of all!------With sadness, best wishes. Philip

According to the World Bank the lowest control on corruption is in Nigeria, Zimbabwen is second, the Congo is third

At this point in time, it's a toss up. China has been the leading contender, edging out Russia in the past few years.
But the US govt is rapidly taking the lead, with its numerous felons in Congress and with the executive branch willfully violating federal laws on a daily basis.

Well, it used to be the Roman empire but it's hard to say who it is now. It's not necessary a poor country, it's got to be a dictatorial country, especially one that wants to win everything and where the ruler thinks he/she is above everybody else. So, ladies and gentlemen, please find a country that bears the resemblence to my description as I'm not saying anything in fear of upsetting people...

THE UNITED STATES OF AMERICA is the most corrupt. They should practice what they preach. They say killing and bombing is wrong, yet they are still at this very moment bombing the Middle-East.
