Scapegoat. The world needs something or some faceless supernatural enemy to blame for it's ills. People are so easily led if they have no opportunity for education. It is far simpler for a person to point and say "They are at fault", than it is to take charge of one's own destiny and condition in life.
Unfortunately, that is the lot of half the world's population. Because of political or economic conditions, they have no control of their day to day ,lives, all efforts must be put forth simply to survive.

I have two aphorisms to leave with you. One is well known, the other is my own opinion.

Every morning on the African Veldt, an antelope wakes up and realizes it has to be able to run faster than the fastest lion to survive.
And every morning, on that same land there arises a lion. It instinctively knows that it must be able to run faster than the slowest antelope to survive.
Antelope or lion, when you wake up, you'd better start running!
