A heavy curtain will definately help with noise abatement. My grandparents used thick curtains to seal off an unheated upstairs in an old drafty farmhouse when I was a kid. I remember that it also muffled noise quite well.

The hardest insulation is sound insulation. A curtain may help but in order to get rid of the sound you should cover all the walls with an insulation material like foam or glass wool. If the sound is just coming trough a doorway then you should consider a solution with the door . A double door or any kind of door which has a vacuum or some kind of cavity will do the job. You can improvise with card boards and Styrofoams... the more layers and blank spaces it has the better it cuts down the noise...the same applies to the walls and windows also...

A curtain would muffle it, a door would work better - yelling "Hey, Shut Up Down There" also works.
