There are many beautiful people out there with some serious self-esteem problems. Like they want to commit suicide and stuff because they think they are so ugly. There are not so attractive looking people out there with huge confidence who can pull anybody they want and make the opposite sex ask the question 'What do they see in him/her?' Self esteem is not really a beauty/ugliness issue, as you know, beauty is only skin deep. On the other hand, what is attractive to you might be pig ugly for somebody else. So making that kind of law would not solve anything but infringe on people's freedom. But who knows, maybe in 50 years' time they will bring in similar laws to make sure that bad genes such as diseases or hereditary conditions are not passed down to the offspring, but I think that would be so that the NHS wouldn't have such high costs...

Whats attractive for one person can be ugly for another.
Perhaps we should do a survey any anyone who rates over a 7 should be shot, so only ugly people are left, and then there would be no self esteem issues.

There is no such thing as a "law" that is so compelling as to make people do anything but what's in their heart to do. If laws were of any effect, there would be no need for prisons, priests, or traffic lights.
When "we" (collectively) get to the point wherein we actually believe that anyone who doesn't see the world as we do, and "behave" accordingly, should be CRIMINALIZED, then WE, my friend, are the ones who are sick!

There are a couple of saying that your question evokes:
"Beauty is in the eye of the beholder"
"Looks only go skin deep"
My question to you.
Do you enforce a law onto someone with good looks who obviously fancies someone you think is unattractive?
There is more to low self esteem than looks.

Low self esteem doesn't mean that a person is ugly. I can't see connection. Low self esteem can make you FEEL ugly... and as another person said before; what is ugly for one is beautiful for another.

Your question betrays your personal bigotry. Oh ugly carbon bag of mostly water, it is your innards I find ugly, since pretty much no one agrees on what is attractive your idea lacks practicality as well as sensitivity. Grow up.

the negative psychological and devistating emotional effect of being labled or rated would far outweigh the possible good any so called attempt at genetic improvement might do.

You will probably find that humans are more attractive now than they were in any time in the past.
