The first number would be a whole number. The .8 would be 8 over 10. So: 1 8/10, which could go down to 1 4/5.
You would always take the first number after the decimal and put that over 10, the second number over 100, etc.

Take it from a math teacher. The first poster was correct 1.8 is equal to 1 and 8/10 Any number before the decimal point represents a whole number and should be written as such. If there is one number after the decimal point that number goes over ten, if there is two numbers it goes over 100, and three numbers go over 1,000 etc... Also if you have a number like 1.03 it would be 1 and 3/100 this is read one and three hundreths

Its actually not so simple as it seems. But clear vision & logic can give u the exact way. Here is wht u want.
Lets consider a decimal number which will be simple to understand lets take it 0.5
Now while converting fraction into decimal what we do 1/2. that means u divided 1 by 2. Now to attain answer from question we have to reverse the process.
Here division took place & its reverse is multiply. so we multiply 0.5 with 10 now u may also consider 0.5 as 0.50 but in that case we can multiply by 100.
Reason for that is now lets consider 0.52 to remove decimal i have to multiply by 100 then 0.52X100=52.0 that is "52", similarly 0.5X10=5. But to equilize the actual equation we have to keep the value of equation the same so we not only multiply the number by 10 we also divide it.which actually become 0.5X(10/10) that keeps the value same.
Hence after applying this method fraction can be recovered by decimal as we are actually reversing the process.

.5 is in the tenths column so you put 5 over 10 which equals 1/2
.05 is in the hundreths column so you put 5 over 100 which equals 1/20. .23 turns into 23/100 and .0002 turns into 2/10000 or 1/5000.
