Unless he is the GQ, Casanova type that has 15 girls beating themselves silly ti be the next "one", the girl making the 1st move is preferred. Specially with these vague waffling sexual harassment laws. If a guy is interested and he ask her out and she says no for whatever reason. You are Kinda leery to give it a second crack because she can ruin your life by saying you are harassing her, or stalking her.
