How can I do a free reverse license plate number look-up?

Someone thought it would be funny to damage my property and I want to know who it was. All I got was video of the plate number.

There are no LEGAL means of gathering this information. Anyone with access to this information caught divulging it to any unauthorized individual can be prosecuted, in some cases as a felony.
Your only real recourse is your local constabulary. Call them and ask that they proceed with a criminal investigation.
