All he does is bookkeeping work, and sometimes pay bills and taxes for clients.

It depends on if you want to just be a book keeper or a fully blown CPA. I suggest you check out www.aicpa.org. That is the CPA website. Read through some of the technical articles. That will give you some flavor.
