It is based on the notion that the thoughts you offer are worth only one cent . The extra cent goes to the person who has to listen to your dumb ideas.

People pay you when they want to hear your advice, but when you give your advice where it's not needed or wanted you're expected to pay the consequences for such an action and pay more. Or something.
