I've seen FM radio cards, but I can't find a shortwave one.

First of all, a computer is the core of all electronics, it can be anything you want it to be, weather you have to modify it or not to get it there, but anything is possible with a computer.
But in this case, not much modification is necessary, just insert the shortwave card into your computer.

I doubt it. Shortwave is pretty cool, but the internet has more channels. (websites)

Try some of these on-line tunable receivers. Some are Ham Radio only, others will tune the full SW band.
