I think some sellers honestly can't test their euqipment -and are being honest that they don't know its condition.
BUT I SUSPECT (of course can't prove) that for most - the statement that they can't test it - is a sure sign that it does not work, and they know it.
If you're not willing to take that chance, ask specific questions before you place the winning bid.

Yes you are missing something. Most Sellers sell under the terms sold as found / as is. Maybe someone wants it for the parts.. maybe the item is rare and it doesn't matter if it works. and collectors want it anyway. some people buy things to fix themselves..
True eBayers know the deal

They're probably just trying to be as honest as they can in their listings. They want you to know up front about the item and that it hasn't been tested. If they didn't put that in their listing, the buyer could file a "Significantly Not As Described (SNAD) report against them.

THESE ARE NOT LOCAL STORES,sellers must state condition of item offered,most are honest,but you can get stuck,i have bought and sold on eBay......there is only one real winner EBAY,they will be paid,if item sells or don't sell, they win.......ive heard of people buying expensive cars, and got taken for a ride,lost there monies

You are not missing a thing. All ebayers are not like that but beware and ask plenty of questions before hand. If you don't like what you hear or they give you the wrong answer then by gosh do NOT place a bid.

Ya I looked for a record player once on e-bay and that happend to me too. I think half the reason is because they don't have needles.(lost broke whatever) And it is hard to find needles to replace players too. The record thing is just B.S. !!!

EBay has a good retrn policy so i guess it doesn't really matter if it doesn't work send it back,cause they are gonna make money on it either way
