Marriage is a sacrament between a man and a women, therefore mice also cannot get legally married in the USA. However, Micky and Minnie remain committed to each other and continue to pay taxes like all the human straight married people.

They actually got married several times, but when Minnie first appeared on the scene, they weren't. Through out their romance they got married in many different cartoons and movies.

They aren't... And that's the problem with Disney cartoons: there is no commitmment. Everyone seems to be the nephew or the oncle of somebody else. Have you ever seen a father or son in traditional Disney cartoons? (See Dorfman's book for more on this)
