Henry, without a doubt. He has proved that he is one of the world's elite strikers, if not the best, time and again. I rate him better than Shevchenko any day.
Now, in the case of Rooney, he's still young and isn't an out and out striker like Henry is. He brings a different dimension to the game by playing behind the front striker. He has the potential to be a better all round player than Henry is, and with the goals to prove it. But it all depends on how he handles himself and how he is guided.

it would not be fair comparing Rooney to Henry at this time, because there is still a cloud of doubt that Rooney would even be at the world cup(2010). But if Rooney was to be fit, i will give it 100% to Rooney.
There is a way that boy plays that is marked with dedication and patriotism. Also he seems to be lucky playing for country more that even for his club Manchester united. Henry from competitions after competitions have shown that he is unique for his club arsenal, but when it comes to playing for France, it seems that spark around him that makes him a terror in the league whether at home or in Europe, disappears. I hope he is different this year and at this competition because i love to watch him play. But i give it to Rooney if he is 100% fit

Henry is better. He is older and more experienced. Scored about 4 goals for France during the World Cup. Wayne Rooney scored nothing. Even though he plays well for Man U. Henry is still better and More experienced.

At the moment Henry, but Rooney has all the potential to overtake him, by some distance.
