I think Zumiez is a little more punk. It depends, beause there are a lot of variations of 'punk.'
You could probably even find some punk clothes at department stores like Kohls or JCPenney's. It won't be as big of a selection, but they might have some stuff.
I also think a great place to find punk clothes would be to Google "punk clothes" and see what you find, or search for it on EBay. You could probably find a bunch of clothes for cheap on EBay.
The person above had a good idea about thrift stores.....

Ugh Hot Topic totally sucks. Don't go there. I've been wondering about this too but the stuff I could find was either at thrift or vintage stores or ebay. Also DIY (do it yourself) is good if you want unique punk clothes.

The Goodwill. Real punk culture is antiestablishmentarian in nature, and any sort of "payment" for clothing is conformity.

thrift, DIY and ebay.
If you dont know you're not a punk and you shouldnt bother because you're going to get made fun of and possibly beaten..if it's a gift you're looking for give them money or ebay.
