A custodial parent can make it quite difficult for the parent with visitation to see children if s/he moves out of state. It is up to law enforcement in that state to decide whether or not to enforce the order from another state. It is too easy to say to the parent with visitation that they need to get a court order in the state where they want their visitation enforced. We need nationwide compliance. The only recourse the visiting parent has is to file in the state where the children live. You friend can press charges and a warrant against the custodial parent for ignoring the court order, but guess what? It is only applicable to the state where the order was originally enforced. To get visitation otherwise can be costly and frustrating. So, sadly, your friend is right.

Yes you sure can see them, first she has to get ok from the court to relocate your kids, if you don't want it to happen fight it. You can go through friend of the court which is the way you pay your support or it should be. They may call it something else in your area.

He has the right to see them - they're his kids. He needs to go to court to set up visitation. He'll be able to have the kids for probably 3 weeks during the summer while they're out of school, and on holidays.

You are asking a legal question that is involved. In the custody agreement was he permitted to see them? Support would be mandatory natuarally. Was she allowed by court permission allowed to take them out of state? He needs to see his attorney.

he might misunderstand, of course he can see the kids!! he was present at the divorce hearing, right?when custody was decided and how much he would have to pay for child support....he would have been explained his rights as a participating parent....he can absolutely see his kids on "his"time with them--, unless he has lost custody of them....?if not then tell him to contact his attorney to find out how and when he can go.also, she might have to pay to send the kids to him occasionally since she is the one who removed them from the state...make sure he asks about that as well.
