We all start out as the same sex. It's just that organs develop into male or female as we develop inside the womb. The man's nipples are just underdeveloped breast tissue.

All embryos start off female, so I imagine that when the male hormone kicks in to transform the embryo into a male in the lower quarters, then the nipples which are already blueprinted just lie dormant forever.

Men don't have nipples for any reason. They are actually formed (in the womb) before the sex of a child is determined. They serve no function except that I enjoy it when a woman plays with them ;o)
