The answer would be quite subjective but I have been using Speedguide.net's TCP Optimizer and it definitely works. Reduced to none latency and data transfer is fast too. Also keep in mind that I am using Charter 3 Mbps service (means it's cable).

Not sure about your connection.

Also could try Cablenut but to be quite honest with you, don't expect much of anything if you are using dialup. I am talking from years of experience with dialup. You name it, I've tried it.
