You don't have a good enough grasp of the "English" language. It's easy: First of all, "the people" are the population, in this case the Americans.
"OF" the people. That means that the federal government was designed and CREATED by the people, the population of the U.S.A.
"BY" the people means that the people that make up the federal government, the people that "govern" (House, Senate, President, Vice President and Supreme court) are made up of the common people from the population, elected by their peers.
"FOR" the people means that the federal government was created for the purpose of providing certain services (as defined by the Constitution and Bill of Rights) to the population.

so a democratic governments are made up of people (of elected people)
elected by people again and
it functions for the welfare of the people
so it is people centric unlike the dictatorial or monarchical forms of government
