Because Israel is not recognised by many countries in Asia and even if the wanted or tied to compete in Asia some countries, mostly in Middle Orient would not show up.

Like Cyprus, Israel belongs to a region thats not allowing it to participate in any challenging competitions. For that it has been given access to most european popular competitions

Because the Europeans still have a bad conscience and let them play with them, when none of their neighbours will.
But I think quite a lot of us are losing patience and won't want to either for much longer, unless they behave like a civilized country and not like a terrorist state.

Their TV company is part of the euro telly organisation hence eurovision. with the football none of their arab neighbours would play them, so they play in Europe where we don't mind.
