Short answer is yes.
Detailed answer is that it's not that simple. Any Xbox is physically capable of playing any game, but of course Microsoft have set them to only play games from the same region as the console.
You need to override this setting and there are a variety of solutions. In the case of the GameCube there is a disk called the Freeloader which you can boot up, then swap for your imported game, and away you go. However Microsoft do not endorse anything like this and so your console needs to be modded in some way - either softmod or hardmod.
The most common method is to have a modchip installed, such as the popular Xecuter series of modchips. This involves the soldering of a extra piece of circuitry to the Xbox motherboard.
Once the region checking is bypassed an imported game from any region will boot in your Xbox. However if, for example, you are playing an NTSC game on a PAL console, it will still output an NTSC video signal. You will therefore need to ensure that the TV you are using is NTSC compatible. Most recent models of CRT TV are (they have been for a few years now), and anything like an LCD or Plasma TV or a PC monitor will display NTSC signals with no problem.
In addition, however, having a mod installed will do more than override the game region check. It will enable you to run software that has been homemade for the Xbox. This includes software that can convert the output video signal to NTSC/PAL, so even if you're running an NTSC game on a TV that is not NTSC compatible you can use the software to convert the signal.

Doesn't the XBox have a setting to switch between Pal and NTSC? And then it depends on the TV you are using it has to be able to run a NTSC singnal.

get your xbox chipped. Ask around at your local independent games outlet, they may well know someone who can do this for you, then it will play anything (xbox that is)
