A lot of bars are made in Canada but need to be approved by US regulations prior to be imported and sold in the USA. Same thing the other way. Any food made in the USA needs to be approved by Canada prior to export and sale.

The energy bar trend in fact stemed in USA and this fashion was exported to Canada who now produces a lot of them. The low Canadian dollar was beneficial for the manufacturing of bars in Canada so they were then shipped to the USA.

That's why it's a product of Canada but still needs to be controlled by US regulations.

That being said, I'm a big craver of energy bars, yogurt bars and bars of all kind.

Probably production costs are cheaper, while Canada's food reputation is as good as ours and it's more open to European markets and standards. Besides, that way you have the lucrative 'imported' status to boost the price.
It's possible that having no USDA/FDA oversight eliminated pointless, troublesome hoop- jumping, OR allows a substandard product to be sold as 'health food'.
