You need to soak your feet with warm water for about 5 - 10 minutes, and then exfoliate the rough dry areas with a good scrub lotion and/or an emery board. Then when feet are dry, use a heavy petroleum-based lotion specifically for feet.... and then put socks on. I do this once a week and sleep in the socks to keep the moisture in, and not to stain the sheets... In the morning, when you take off the socks - your feet will be sooo soft and like brand new!

When I've had that problem, I just wear some really heavy socks with tennis shoes or some fully enclosed dress shoes for about a week. Nature seems to work itself out. A lot of that dead skin will peel right off and your feet will get back to a normal moisture content. But lotioning everyday with a lotion with lanolin will also help. My wife also says vaseline socks work but I've never tested that theory.

You could soak your feet for a long time in hot/warm bath water then scrape the callouses off when they soften up. I know it sounds gross, but that is basically dead skin anyway and it needs to be exfoliated off of your feet.
Put a thick heavy layer of natural shea butter on your feet or emu oil and then put on little footie socks to hold in the moisture. Do that before bed if you don't mind wearing socks when you sleep, or during the day. This has worked very good for my feet.

first of all you'll need to file off the hard skin with a foot file and then moisturise with your normal lotion.
