It goes by the point standings. That's how they are lined up.

The point system is used to place the teams to their garage ,for drivers without points it is date of entry.

Generally, it is by last year's points standings. However, each track may have different twists. At Charlotte (aka Lowe's), Dale Sr. got the #3 stall to coincide with his number. This is because it was his home track.
